PR includes switch to codeload tarballs and rename from netopeer2 to
Netopeer2 for better codeload integration.

This patch add's a new cmakefile which builds other cmakefiles and
simplifies the Makefile, also it renames the yang files so
sysrepoctl does not create duplicates.
