* test/fuzz: fix rpc, secret_connection and pex tests

- ignore empty data in rpc
- provide correct IP in pex
- spawn a goroutine for Write and do multiple Read(s)

* test/fuzz: fix init in pex test

- add init-corpus to blockchain reactor
