Cmake currently fails to compile properly.  While there's a fix
upstream, we can avoid carrying any patches here, and use the more
stable build system, despite being slower.

Besides the version bump, this backports a patch so that cmake uses the
same so version information as the current autotools, allowing the
switch over to cmake.

oniguruma is a regular expression library for different character
encodings.

It is a dependency of current version of libevhtp, and is currently only
producing a static library, not generating an installable package.
