The CONTRIBUTING.md requests an (or multiple) SPDX identifier for GPL
licenses. But a lot of packages did use a different, non-SPDX style with a
"+" at the end instead of "-or-later".

Currently uscan fails on this as it tries to look for a download link in the
wrong location. Switching it to a GitHub tarball will probably fix it.

Created a github repository to provide sources and allow contributions.
Fixed install location for configuration files.
