replace MD5SUM with HASH
add PKG_MIRROR_HASH when PKG_SOURCE_PROTO:=git

(PKG_SOURCE_PROTO:=svn tarballs are not reproducible for now)

We are not properly passing down TARGET_CFLAGS and TARGET_CPPFLAGS and
this can be noticed with external toolchains with the following build
error:

Re-use COPT to pass our TARGET_CFLAGS and TARGET_CPPFLAGS
