The CONTRIBUTING.md requests an (or multiple) SPDX identifier for GPL
licenses. But a lot of packages did use a different, non-SPDX style with a
"+" at the end instead of "-or-later".

Update to 10.03.0000.
--with-unixodbc should point to the odbc_config binary, not to the top
of the install directory $(STAGING_DIR)/usr.

avoid accidentally picking paths on the host for pg_config and
odbc_config by supplying them as parameters to configure.
