net/mwan3: add jshn and ip-full to package dependency

* The mwan3 scripts sources ". /usr/share/libubox/jshn.sh"
* Mwan3 only works if ip-full is installed
  Error -> "ip: invalid argument '0xfd00/0xff00' to 'fwmark'"
